大英图书馆不会增加所有的报纸，因为该机构工作人员表示，虽然他们认为1881年以前的报纸属于公共领域，但这并不意味着将免费提供所有1881年以前的数字化内容，因为档案馆要靠订阅来支付其成本。

对于免费服务，有158份报纸提供，时间范围为1720年到1880年。后者的日期很重要。所有构成"免费观看"的报纸都是已过版权期的。大英图书馆在确定一份报纸何时可被视为完全失去版权时，会遵守一个 “安全日期”，即出版日期后140年。
